HOW TO PARTICIPATE

The City of Rocklin welcomes your interest and involvement in the City's legislative process. The City Council has established a procedure for addressing the Council. Persons wishing to address the City Council are asked to voluntarily complete and submit a speaker identification sheet to the City Clerk. Speaker identification sheets are available near the entrance of the Council Chambers. For items listed on the agenda, any person may address the City Council at the time the item is considered. Speakers are requested to restrict their comments to the item as it appears on the agenda and stay within the required three-minute time limit. The Brown Act does not permit the City Council to take action on items brought up under Citizens Addressing the City Council. The meeting is held pursuant to City Council Procedural Rules.

Any writing or documents related to an agenda item for this meeting provided to the City Council, Public Financing Authority or Successor Agency will be made available for public inspection at City Hall, 3970 Rocklin Road, Rocklin, during normal business hours.

LEVINE ACT PROVISIONS

 

The Levine Act requires a party (or the party’s agent(s)) to a proceeding before the City of Rocklin that involves any action or consideration to their contract, license, permit, or other entitlement for use, to disclose any campaign contribution made to a City elected or appointed officer (including Councilmembers, Planning Commissioners, and members of other City boards and commissions)

totaling more than $500 within the 12 months before the City decision.

If making a presentation regarding an agenda item, all audio/visual materials must be submitted to the City Clerk or Secretary at least 72 hours in advance. The City is not responsible for the compatibility or operation of non-city devices or the functionality of non-city presentations.

Members of the public are welcome to attend the meeting in person or participate virtually. For those wishing to make a comment in person, although not required, complete a speaker card and present it to the meeting clerk. For those unable to attend in person, but wishing to make a public comment, a written public comment may be submitted via email to PublicComments@rocklin.ca.us. Emailed comments will be accepted until 3:00 p.m. on the meeting day and will be distributed to the City Council and treated as a public record.

 

The meeting will also be offered via Zoom Webinar and will include closed captioning. The public is welcome to make public comments through Zoom (audio only) using the steps below:

  1. Adopt a Resolution of the City Council of the City of Rocklin Approving the Negotiated Memorandum of Understanding between the City of Rocklin and AFSCME Council 57, Local 146 AFL-CIO Representing Rocklin Public Services Employees Bargaining Unit, for the Term of the July 1, 2026 - June 30, 2029, and Adopting the Updated Salary Schedule.
  2. Adopt a Resolution of the City Council of the City of Rocklin Approving a Side Letter of Agreement to the Memorandum of Understanding Between the City of Rocklin and AFSCME Council 57, Local 146 AFL-CIO Representing Rocklin Public Services Employees Bargaining Unit.
  3. Adopt a Resolution of the City Council of the City of Rocklin Adopting the Corrected Consolidated Salary Schedule, Reflecting the Previously Approved Salary Adjustments for City Manager and City Attorney.
  4. Adopt a Resolution of the City Council of the City of Rocklin Approving a Side Letter of Agreement to the Memorandum of Understanding Between the City of Rocklin and the Rocklin Firefighters, Local 522.

Recommendation:
  1. Adopt a Resolution of the City Council of the City of Rocklin Approving a Mitigated Negative Declaration of Environmental Impacts and a Mitigation Monitoring Program.
  2. Adopt a Resolution of the City Council of the City of Rocklin Awarding a Construction Contract for the Sunset Whitney Connector Bridge Project to Central Valley Engineering & Asphalt, Inc., Authorizing the City Manager to Execute the Contract and Approve Change Orders, and Approving a Budget Appropriation.

Sierra College Boulevard at I-80 Resurfacing Project Contract Award

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Awarding a Construction Contract for the Sierra College Boulevard at I-80 Resurfacing Project to George Reed Inc., Authorizing the City Manager to Execute the Contract and Approve Change Orders.

California Highway Patrol Grant Award

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Approving and Authorizing the City Manager to Execute a Cannabis Tax Fund Grant Agreement with the Department of California Highway Patrol and Other Necessary Documentation to Use the Grant Funds.

Fiscal Year 2026/27 Irrigation and Landscaping Supply Purchases

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Authorizing the City Manager to Purchase Goods and Supplies from Heritage Landscape Supply Group, Inc. for Fiscal Year 2026/27.

Construction Cooperation and Reimbursement Agreement with South Placer Municipal Utility District for Bluffs Phase II 

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Approving the Construction Cooperation and Reimbursement Agreement with South Placer Municipal Utility District for Sewer Improvements During the Bluffs Subdivision Reconstruction Phase II Project and Authorizing the City Manager to Execute the Agreement.

Park Drive Dig Outs Project – Notice of Completion 

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Accepting the Public Work Known as the Park Drive Dig Outs Project, Approving the Notice of Completion Thereof, and Authorizing and Directing the Execution and Recordation of Said Notice on Behalf of the City (JB-TC Ventures, LLC. DBA JB Bostick Company).

  1. Adopt a Resolution of the City Council of the City of Rocklin Approving a Notice of Exemption / CEQA Determination (Sierra Wilds Apartments / ENV2025-0008).
  2. Adopt a Resolution of the City Council of the City of Rocklin Approving a Design Review (Sierra Wilds Apartments / DR2025-0005).
